Fish stocking groups consist of members of local communities that are interested in developing freshwater recreational fisheries. They attract a diverse cross-section of the community including young anglers and students, local workers and business people, local government employees and retired members of the community as well as keen anglers.

Fish stocking groups are affiliated with the Queensland Government's Recreational Fishing Enhancement Program, which was introduced in 1986. The aim of this program is to develop new fisheries in dams and bolster existing river fisheries. Impounded waters need to be continually restocked because, in most circumstances, stocked species will not reproduce.

A significant factor in the program's outstanding success has been the working partnership between local communities (through their fish stocking groups) and DPI. The program started with 12 stocking groups. Today, fish stocking groups stock nearly every suitable impoundment in Queensland. Some groups also stock river systems and estuaries.

These groups raise funds to purchase fingerlings for stocking, assist with DPI netting, electrofishing, creel and angler catch record card monitoring surveys and assist with angler education programs. A number of groups also manage their own hatcheries, with operations ranging from broodstock spawning to grow-out of fingerlings.

Some Queensland fish stocking groups are represented by the body called FFSAQ - Freshwater Fishing and Stocking Association of Queensland Inc.
